Fourth European Emergency Summit Agrees €800 billion Plan to Rearm

Today in Brussels, the fourth emergency European-plus-Canada summit since 17 February 2025 agreed an €800 billion plan to ReArm Europe.

The plan was proposed by EU Commission president Ursula von der Leyen. The EU will ease budget rules to facilitate increases in military spending by member countries willing to do so.

So far about 20 countries have joined a “coalition of the willing” to support Ukraine now that the USA is switching sides in favor of the invader Russia. The ReArm Europe plan is not only to support Ukraine but more generally to strengthen European independence from the USA.

As often happens, Hungary’s Prime Minister Viktor Orbán was the sole holdout among EU leaders at the summit, refusing to endorse an EU statement pushing back against Donald Trump’s friendliness to Russia’s wishes. Orbán is an ally of Russia’s Putin.

Ukraine’s President Volodymyr Zelenskyy was welcomed at the summit and embraced by several, in stark contrast to the naked hostility he was subjected to on his last visit to the White House.
