Former Houston Mayor and first-term Congressional Representative Sylvester Turner of Houston Texas, died after Donald Trump’s State of the Union address.

His death increases the Republican majority to a four vote margin. He was 70.

In Texas, the vacancy is supposed to be filled by special election. There is no specific timeline in which the special election has to be called. The district is heavily blue. It has been represented by Barbara Jordan and Sheila Jackson Lee before Turner. Governor Abbott may delay the special election for a long time to keep the seat empty.
