OPM Retroactively Edits Guidance for Firing Probationary Workers

When federal District Court Judge William Alsup ruled that the Office of Personnel Management illegally ordered mass firings of probationary employees at various agencies, he directed OPM to rescind its 20 January and 13 February 2025 directives. Instead, OPM retroactively edited its 20 January guidance to make it sound like it did not do what the court found it did.

About 25,000 federal workers have been terminated in mass firings initiated by OPM. The revised memo does not call for reinstating them. It added statements to claim that OPM did not order the firings and displaced responsibility for the firings onto the affected agencies.

It is not clear what Alsup will or can do about OPM’s refusal to carry out his order.
