Appeals Court Upholds Order Blocking Federal Funding Freeze

The 1st Circuit Court of Appeals upheld District Court Judge John McConnell’s order blocking Donald Trump’s effort to freeze all federal grants and loans.

Chief Judge David Barron and Circuit Judges Lara Montecalvo and Julie Rikelman heard the appeal in a case brought by 22 Democratic state Attorneys General, the District of Columbia and Governor Andy Beshear (D-KY).

Although Trump rescinded the executive order a few days after it was issued, the lawsuit had been filed by then. Subsequently, evidence repeatedly turned up indicating federal funds had not been fully unfrozen.
