Ukraine and Council of Europe Agree to Establish Special Tribunal

Ukraine and the Council of Europe agreed to establish a Special Tribunal for the Crime of Aggression against Ukraine.

Ukrainian President Volodymyr Zelenskyy and Secretary General of the Council of Europe Alain Berset sealed the agreement.

In this context, crimes of aggression involve a decision by a nation’s leader to wage war. This may violate Article 2(4) of the United Nations charter which bars threatening or using force against another nation’s territorial integrity or political independence. Jurisdiction may include pro-Russian allies which participate participating in the war.
