Judge Issues Promised Preliminary Injunction Protecting Harvard’s Certification to Host International Students

Federal District Judge Allison Burroughs issued a preliminary injunction, as promised 29 May 2025, barring the government from revoking Harvard’s certification to host international students under the Student and Exchange Visitor Program while the case makes its way through court.

Her temporary restraining order has been in place to provide such protection up to now. A TRO is normally not appealable. An injunction is.

Early this month, Donald Trump tried to go around Burroughs’ order by  issuing a proclamation banning foreign students from coming into the USA to attend Harvard. Burroughs issued an emergency TRO suspending that too. That TRO remains in effect.

Both attacks are only a portion of Trump’s campaign to force Harvard to capitulate to his wishes and control.
