Second Federal Judge Blocks Freeze of Federal Funding

A second federal judge has issued a separate restraining order blocking implementation of Donald Trump’s executive order halting most federal grants, loans and other funding flows.

District Court Judge John J. McConnell, Jr. for the District of Rhode Island issued his ruling in response to a lawsuit filed by 22 states plus District of Columbia. The ruling prevents throttling of federal funds in those jurisdictions.

Although Donald Trump announced rescission of the pertinent EO earlier in the week, Judge McConnell noted that subsequently White House Press Secretary Karoline Leavitt posted in social media that provisions of the EO “remain in full force and effect and will be rigorously implemented.”
