Marines Detain Veteran in Los Angeles

Marines detained Marcos Leao, a military veteran on his way to a Veterans Affairs appointment at the Wiltshire federal building in Los Angeles, California.

Wearing headphones, he did not hear them shout a warning when he stepped across caution tape. They zip tied him. Military.com reported Marines and National Guard held him for two hours until Los Angeles police arrived and released him without charges. Task and Purpose reported Marines handed him over to the Department of Homeland Security after about ten minutes, and DHS released him later.

Leao is a former Army combat engineer of Angolan and Portuguese descent who gained USA citizenship through his military service, during which he served a tour of duty in Iraq.

This was the first time federal troops detained a civilian after being deployed to Los Angeles. Legal and Constitutional requirements to allow active duty military to police civilians have not been met.
