ICE Memo Forbids Bond Hearings for Millions of Immigrants

A policy memo by Acting Director of Immigration and Customs Enforcement Todd M. Lyons surfaced from 8 July 2025, declaring that undocumented immigrants are ineligible for bond hearings and held “for the duration of their removal proceedings.”

Proceedings can take months or years. Lyons wrote that in rare exceptions an immigrant may be released on parole at the discretion of an immigration officer, not a judge. The policy applies not only to new arrivals, but to immigrants who have been in the USA for years or decades.
